Act 13 was signed into law on February 14, 2012 by Governor Corbett. The Act requires all producers who drill unconventional gas wells in the Commonwealth to pay an impact fee. The fee is collected and distributed by the Pennsylvania Public Utility Commission (PUC). Sixty percent of the funds collected are distributed to counties and municipalities with wells. The Act requires each receiving entity to report the amount and usage annually to the PUC and to publish the report on a publicly accessible internet website.
